Notice on the Selection of Preliminary Candidates for the Presidium of the Second Student Union of QMES
For each Class League Branch:
In order to carry out the selection of candidates for the new presidium of the Student Union of QMES, according to the unified deploy of the Youth League Committee and the reality of the work, the secondStudent Representative Conference (hereinafter referred to as the “SRC”) of QMES is tentatively scheduled to be held in May 2022 (the specific arrangement will be determined according to the epidemic prevention and control situation). According to “No. 9 document” of “All-China Students’ Federation Constitution” and “Some Ideas Deepening Reform of University Student Union and Postgraduate Union” and “Northwestern Polytechnical University Student Representative Conference Working Rules” which are issued by All China Youth Federation, there are no more than 3 members of the presidium of the student union. There is no chairman or vice-chairman, but an executive chairman. The executive chairman is rotated by members of the presidium. The relevant matters concerning the selection of candidates for the presidium are hereby notified as follows:
Ⅰ.Qualifications for candidates
1.Candidates should be members of the Communist Party of China or the Communist Youth League, with firm ideals and beliefs, love and support the Communist Party of China, and have a strong sense of patriotism.
2.Candidates should actively promote and practice the socialist core values, be of good character, pragmatic, dedicated, and have the awareness and ability to serve the students wholeheartedly.

4.Candidates should be representative and have a broad mass base, and should be selected from the main staff of the student union of the QMES, the main student cadres of the Youth League Working Committee of QMES, the class committee of each class, the backbone of the community, and outstanding students of various fields.
Ⅱ.Principles
1. Specify the selection criteria, candidates must strictly meet the above criteria.
2. Strict selection procedures. Candidates should be recommended by the Youth League branch of the class, reviewed by the Youth League Working Committee of QMES, and reported to the Party Committee of QMES for confirmation.
3. The selection process is open, transparent and fair to ensure the students’ right to know and participate. The selection results will be publicized and accept the supervision of the students.
Ⅲ.Election process
1. Notice issued on March 30
The notice of candidates selection for the presidium of the student union is issued to the Youth League branch of each class.
2. Before April 3, the League branch recommends and submits materials
Students sign up independently, and submit materials for evaluation after being recommended by the class league branch.
3. Joint review before April 9
Review the qualification of preliminary candidates.
4. On April 11, confirm the candidates
Submit the list of candidates for the presidium of the student union to the party committee of QMES for approval.
5.Student Representative Conference(SRC) electionsin May
The Presidium of the Student Union will produce through Student Representative Conference elections and do the related report.
Ⅳ. Instructions for material submission
Qualified and interested students, please fill in the “Application Form for Candidates for the Presidium of the Second Student Union of QMES" (see attached) and submit a 1500-word personal material and related certification materials, after being recommended by the class league branch, please submit the electronic version to the mailbox of the Student Union of QMES, and submit the paper version to JA409（East Teaching Building A), before 18:00 on April 2.
