Notice on Convening the Second Student Congress of QMES, NPU

According to the relevant provisions ofAll-China Students’ Federation ConstitutionandOpinions on Promoting the Deepening Reform of Student Unions (Postgraduate Associations) in Colleges and Universities(issued by the All-China Youth Federation,[2019] No. 9), and combined with the actual situation of QMES, the Second Student Congress of QMES, NPU is scheduled to be held in Chang’an Campus on May 14, 2022. The relevant matters are hereby notified as follows:

I.Organization and Leadership

Under the overall leadership of the Party Committee of QMES and the specific guidance of the Working Committee of QMES, this congress has been organized and implemented by the Preparatory Committee of the Second Student Congress.The list of the Preparatory Committee of the Student Congress is as follows:

II. The Main Task of the Congress

Hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the spirit of the 27th Congress of the All-China Students’ Federation and the 13th Party Congress and the 16th Youth League Congress of NPU, comprehensively summarize the work achievements and experience of the Student Union of QMES in recent years,amend the constitution of the Student Union, further clarify the main goals and tasks for the coming year,elect a new presidium of the Student Union, and unite and lead all the students of the college to stay true to their original aspiration, keep their mission in mind, and contribute their youthful strength to building a world-class university with Chinese characteristics and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

V. The Main Agenda of the Congress

1. Review the work report of the first Student Union of QMES, NPU;

2.Examine and approvetheConstitution of the Student Union of QMES, NPU (Amendment)and other relevant documents;

3. Elect the second Permanent Representative Committee of undergraduate students;

4. Elect the second Presidium of the Student Union.

VI. Representatives of the Congress

There are 49 representatives in the second Student Congress of QMES, NPU, accounting for 5.1% of the total number of students.Among them, there are 12 members of Student Unions from both QMES and NPU, accounting for 24.49% of the total number of undergraduate representatives;38 members of the Communist Youth League, accounting for 77.55% of the total number of undergraduate representatives;8 members of the Communist Party of China (including probationary members), accounting for 16.32% of the total number of undergraduate representatives;17 female representatives, accounting for 34.69% of the total number of undergraduate representatives; and 5 representatives of ethnic minorities, accounting for 10.20% of the total number of undergraduate representatives.After careful examination, all the representatives of this Student Congress meet the relevant regulations and their qualifications are valid.
